I cannot see any reason why you shouldn’t go around nude all the time, as your parents and brother seem to have accepted it. It is far better to be among the family than shut in your room. That is a very good point. I really don't see anything wrong with it. They are my family after all. I did do it in front of my brother's friend once recently, but he was upstairs in our house, and that was just how it happened. He is over 18 years old, and I figured I could allow it. My family all seems used to it, and no one complains.

Where do you live? It sounds like your brother wants to experience the freedom of nudity, but isn't just ready to take the plunge as you have. Have you ever asked your brother to hang out with you in the nude? One would think that if he is comfortable enough to masterbate with you, then he would be comfortable enough to hang out in the nude with you.

The next time the two of you are alone, why not ask him to hang out with you in the nude and see what happens next. Maybe the two of you can masterbate together and then when you are finished, encourage him to remain nude and enjoy the freedom.

Are you in college or live near a college? There are some art departments that invite people to pose nude for their art students to draw. Have you ever considered checking into something like this?
